ABSTRACT

In this study, the effects of pre- and in-service training of police officers rendering security service to professional disciplinary process have been investigated. The study sample consists of police officers who began their careers within the Turkish National Police in 2005, 2006 and in 2007 and still are on active duty, graduated either from Police Vocational High School (PVHS) or Police Vocational Training Centre (PVTC). The sample is selected with a simple random sampling method from about 10% of police officers who started to work in 2005, 2006 and in 2007 at Turkish National Police among the graduates of both PVHS and PVTC. The research has found that when the level of education of police officers increases, the level of involving criminal behaviours significantly decreases.

Keywords: Police education, police crimes, police deviancy, police-citizen relations, professional discipline of police.

ÖZET

Bu çalışmada iç güvenlik hizmeti sunan polis memurlarının sahip oldukları meslek öncesi ve hizmet içi eğitim düzeylerinin mesleki disiplin suçları işlemelerine olan etkisi araştırılmıştır. Araştırmanın örneklemini, Emniyet Genel Müdürlüğünde (EGM) 2005, 2006 ve 2007 yıllarında göreve başlayan ve hâlen görevine devam eden Polis Meslek Yüksek Okulu ve Polis Meslek Eğitim Merkezi kaynaklı memurlar arasından ayrı ayrı olmak üzere, basit rastgele örnekleme yöntemiyle yaklaşık %10 düzeyinde seçilmiş polis memurları oluşturmuştur. Araştırma sonucunda, polis memurlarının eğitim düzeyi arttıkça suç işleme eğilimlerinde önemli bir azalma meydana geldiği tespit edilmiştir.
