Sürdürülebilir Kalkınma için Uluslararası Göçün Yerelde Çok Düzeyli Yönetişimi: Sultanbeyli Belediyesi Örneği

Abstract

Birleşmiş Milletler 2030 Gündemi kapsamında bir yol haritası sunan Sürdürülebilir Kalkınma Amaçları’nın (SKA) temelindeki Kimseyi Geride Bırakma (Leave No One Behind) ilkesi son yılların en önemli kamu politika alanlarından biri olan göç yönetişiminin de bütüncül ve kapsayıcı bir nitelikte olması gerektiğine işaret etmektedir. Bu çalışma sürdürülebilir kalkınma ve göç ilişkisinin daha iyi anlaşılması ve bu bağlamda yerel yönetimlerin atabilecekleri adımlara yönelik bir iyi uygulama örneği sunan İstanbul Sultanbeyli Belediyesini incelemektedir. Çalışmada öncelikle çok düzeyli göç yönetişimi açısından Küresel Amaçlar kapsamında yerel yönetimleri ilgilendiren maddeler ele alınmaktadır. Bu açıdan belediyeler kapsamlı işbirliği, yerelleşme ve uyum konularında SKA’ların yerel düzeyde başarıya ulaşması ve kalkınmaya duyarlı göç politikaları geliştirilmesinde önemli birer aktör olarak ortaya çıkmaktadır. Nitel araştırma bulgularına dayanan ve Sultanbeyli Belediyesinin sunduğu hizmetleri SKA’lar ve bu amaçların yerine getirilmesi yönünde belirlenen göstergeler çerçevesinde değerlendiren çalışmamız, belediyenin benimsediği “kalkınma odaklı işbirliği” yaklaşımının Türkiye’de geliştirilebilecek çok düzeyli göç yönetişimi modeline örnek olabilecek nitelikte olduğunu savunmaktadır.

Bu çalışma ve çalışmada kullanılacak veri toplama araçları ve yöntemlerine ilişkin bilgiler Yıldız Teknik Üniversitesi Sosyal ve Beşeri Bilimler Araştırmaları Etik Kurulu tarafından 22.12.2021 tarihinde 2021.12 numaralı toplantıda incelenmiştir ve verdiği karara göre etiğe aykırı herhangi bir bulguya rastlanmamıştır.

Multi-Level Local Governance of International Migration for Sustainable Development: The Case of Sultanbeyli Municipality

Abstract

The central “leave no one behind” principle of the United Nations 2030 Sustainable Development Goals (SDGs) points out that governance of migration, one of the most critical public policy field of recent years, should also be holistic and inclusive, encompassing all groups. This study examines Istanbul Sultanbeyli Municipality with the purpose of unpacking a good practice example for a better understanding of the migration-sustainable development nexus and the steps local governments can take in this context. The study initially discusses the SDGs and relevant targets that concern local governments in terms of multi-level migration governance. In this respect, municipalities emerge as critical actors for the success of SDGs at the local level and the formulation of development-sensitive migration policies through fostering cooperation, localization and adaptation. Based on qualitative research findings and the assessment of Sultanbeyli Municipality’s services within the framework of SDGs, we argue that the “development-oriented cooperation” approach adopted by the municipality has the potential to set an example for a multi-level migration governance model that can be further developed in Türkiye.
